It is imperative for Congress to take action in order to tackle the issue of drug shortages.

 Kaiser Permanente is committed to tackling drug shortages and advocating for policies that ensure continued access, enhance patient care, and foster affordability.


Drug shortages in the United States have reached an unprecedented level, impacting a significant number of patients. The consequences of these shortages can be life-threatening. As essential medications like chemotherapy agents become scarce, healthcare professionals are faced with difficult decisions. To address this issue, hospitals are allocating millions of dollars towards finding solutions.

It is crucial for policymakers to take action in order to establish a more reliable drug supply for our nation in the long run. Additionally, they must address the current shortages that are plaguing the healthcare system.

At Kaiser Permanente, we have a vested interest in resolving this problem as we prescribe medications, dispense prescriptions in our pharmacies, and provide coverage for prescription drugs. We have dedicated extensive efforts to finding solutions for our patients, and we fully support policies that ensure access to critical drugs while improving the quality of care and affordability.

The current situation can be attributed to the "just-in-time" manufacturing process commonly used in the drug manufacturing industry. While this process helps avoid excess supply and enhances efficiency, it also limits flexibility, especially during periods of high demand or production issues.

Furthermore, the key materials required for drug production often come from a limited number of sources. If these ingredients originate from a specific region or a handful of suppliers, any disruption or problem can severely impact manufacturing and disrupt the drug supply chain. For instance, a tornado that struck a Pfizer plant jeopardized the production of almost the entire national supply of sterile injectables.

Unfortunately, organizations that purchase drugs in bulk for patients often lack visibility into the complete drug supply chain. They are unable to monitor each stage of the manufacturing process, making it challenging to anticipate and prepare for potential shortages.

The generic drug industry also presents its own set of challenges. Generic drugs, which are cost-effective alternatives to brand-name drugs with no compromise in quality, safety, and efficacy, constitute a significant portion of medications dispensed in the United States. However, the generic drug industry operates on narrow profit margins, discouraging many manufacturers from investing in production.

In conclusion, addressing the issue of drug shortages requires a comprehensive approach involving policymakers, healthcare providers, and manufacturers. By implementing effective policies and improving visibility into the drug supply chain, we can ensure a more dependable drug supply for the well-being of millions of patients.
